I have been reading Merwin and have been wondering how he would read this, himself. The only clearly enjambed lines are the last two in each stanza/segment. I am tempted to always add a beat between each line, suggesting standalone lines. It seems to me that all other lines are (dis)connected to the one before and after. I've been looking for a discussion of this with no luck so far.
