To say that it had been a shock to the many dignitaries present at the emergency meeting of the High Council would be the understatement of the century. But that was nothing compared to what happened next. The Pandora creature escaped it's partition in the Matrix and took corporeal form, using Romana's first incarnation as her body.
Pandora managed to imprison Romana and her followers, but the former Imperiatrix was not content to simply rot in a cell. In a coup that resulted in the death of scores of her followers, Romana managed to overthrow Pandora and regain her position as Imperiatrix of Gallifrey once again.
It was then that, for the first time, things started to go right for Gallifrey.
The Great War that Braxiatel had feared was over before it had begun, the Daleks smote from the skies as Romana utilised Pandora's weapons she left behind. The other temporal powers were far to scared to make a move against Gallifrey, and the Free Time movement vanished into obscurity under the Imperial Guard's presence on Grybon.
Imperiatrix Romana saw it as building a new and better universe, but her closest friends and followers had their doubts. Leela, Romana's bodyguard and friend, voiced her disagreement, only to be banished to the outlands. Braxiatel, called back from his former exile and appointed Chief Advisor, felt that things were getting out of hand, but kept silent. Even Co-Ordinator Narvin of the CIA had his doubts about the new regime.
The Oubliette of Eternity was brought back into commission and the Act banning the use of the mind probe was rescinded by Romana's decree, the very person who had outlawed the use of both. With the Council of Time Lords abolished and the Imperiatrix making all laws, Commander-in-Chief of the Imperial Guard, declaring wars, Admiral of the TARDIS fleet, the Matrix her personal playground and the entire time stream at mercy to her every whim, Gallifrey's future looks bleak.
