If you want me to venture a guess, it's that they're testing the process more than the effects except when it's focused.

Well, their stated goal is to get people home. I'm sure there's an element of entertainment or sadism, but basically what they're doing is testing Shift technology. They might not know all of what the tech is going to do at a given time or on whatever frequency or whatever it's at, right? So... basically, they're seeing how a given setting will effect us.
