I somehow got into a conversation today about great soundtracks to military films, and everyone (except me) took it for granted that Top Gun was the best, by a wide margin

This argument must be like the one I periodically have with people about songs/music in musicals. Is the music good because you leave the theater humming the songs? This is the problem/feature with Top Gun. You remember the songs, therefore the soundtrack must have been good, right?
I'll bet I have at least (at least!) 10 years on you, so some my list will even be more "dated":
"The Great Escape" - music by the much under appreciated Elmer Bernstein
"The Battle of The Bulge" - flawed film from a military technical aspect, but the music by Benjamin Frankel was very overlooked.
"Apocalypse Now" - Need I say anymore?
"Glory" - Came out a couple years after "Top Gun", but I felt the music captured what this film was about better than the songs of "Top Gun" did. Won a Grammy...
