Did you ever see a documentary by Maggie Hadleigh-West called War Zone? She would walk the streets of New York with a camera and any time a man would look at her in a way she thought was inappropriate or said something she thought was inappropriate she'd film him and ask why he did it. Most of the men responded with the same kind of sentiment as the man in the last panel. In their minds they're flirting and trying to meet a potential girlfriend or sex partner. They figure that if an attractive woman said the same kind of thing to him he'd respond positively so they don't understand that women would see their actions as predatory. She asked one guy, "What do expect to get from this?" and he said, seeming very sincere, "A wife." Now, to be fair, there were also men who did not respond so innocently, but most of them did not understand why their actions would be considered rude or predatory. While sex education in schools is important, I think a film like this proves we also need mixed-gender relationship education so that boys ( ... )

My dad is the sort of guy to make those stereotypically lewd comments to pretty women as they passed him. I learned at an early age, based on observing those women and listening to the women in my family talk about such things, that ladies DO NOT LIKE THAT SORT OF ATTENTION.

So I think the answer is not sex education, but simple manners, which should be learned at home.
