Indeed, but that bit of misdirection points to the complexity I”m trying to get at, the historical narratives that get in the way of the most accurate story - What the Levees Have (Not) Done. One of the long-lived narratives is the historical threat posed to the city by the river. The title is a quotation from Randy Newman’s song “Louisiana 1927” where it is in fact a lie uttered by the President-the flooding below New Orleans in 1927 was a deliberate political and economic decision - What the Bankers Have Done. The paper tries to unpack some of those complexities with stops at Douglas Brinkley and Spike Lee along the way.
