Addition to my scooter

When I got home from work today I noticed a white plastic tie near the bottom of my bike. Attached to it is a bell.

I don't know when it was placed there. My best guess is RPM, but it could have been done anytime since I last had the scooter in my possession.  It wasn't there before; the plastic tie is bright enough that I would have noticed it
