I didn't know about the minority clause the way you put it. Do they have specific groups of minorities, but do not include caucasion under that standard? Also, what's with this magic number 40? Should it not be a percentage? That puts larger schools at a greater risk based on the fact that they take on more students and despite the fact that they may have the facilities and staff to handle it.
What a load of crap this administration is. Down with the tyranny!
