1. They're semi-private, in that the governing board has some reps from the city.

1. septa is a private company that is funded by the government. you don't have a right to it

2. i think many are chemically synthesised, and others come from the source. my doggy is on bone meal which surely comes from bones!

3. depends on the type of scientist. there are several kinds of boards. for example, if you want to do a test on animals, a board has to review it for that.

6. yes, but by standards that are not acceptable today
