As I understand it, the production company would have been happy to get the 1987 cast back, but no-one would sign on, owing to voice-actor guild concerns with the production. What those concerns were went unspecified in the story, but I presume 4Kids doesn't get a lot of veterans for its projects owing to its contractual practices in some way.

So it's kind of a "Why Gary Oldman wasn't Grievous" thing, as opposed to "who's gonna care?" ignorance from on high...
