001.
Duplicate your base three times.
Set each duplicate to screen at 100%.
This depends on your own base, so you may need more or less screen layers.


002.
Create a new layer and fill it with (#7EC1E0).
Set it to softlight at 100%.


003.
Create a new layer and fill it with (#C6A5C9).
Set it to softlight at 100%.


004.
Create a new layer and fill it with (#34434A).
Set it to exclusion at 100%.


005.
Go to...
Select >> All.
Edit >> Copy Merged >> Paste.

Make sure the new layer is at the top.
Set it to colorburn at 100%.


006.
Go back to your exclusion layer.
Lower the opacity to 25%.


If its too dark, you also may want to play with the screen layers.

007.
Flatten.
Using the rectangular marquee tool, select an area of your base.
Go to...
Layer >> New >> From Copy.

Move it slightly in any direction, add a border around it, etc.
