wouldn't it need to be 15 or it would never be printed to the screen. I mean I assume sense you put it in all caps its sarcasm and not end result.

The all caps is from learning to programming on the apple II and c64 system.

The line 30 is an emphasis of extreme frustration as one would never actually get to line 30 (thus implying the opposite ... every thing is NOT fine). While not really clean code, neither is an infinite loop ;)
