Should be translatable to other programs.

First up, get a base. I'm using that image of Rukia. Quality look bad? Fix it up. I used the sharpen tool.

My base looks like this now.

Then, duplicate the base, and set it to Overlay, 35%.

The base should look something like this now.

Now, duplicate it again. I know, I love to duplicate things do I? But yeah, set it to Soft Light, 25%.

The base should look like this now.

Now, I desided it looked to bright. So I made a new layer, and I filled it with 0C2843 and set it to Exclusion, 60%.

Now your base looks cooler looking, it should be like this.

Then, I made a new layer. Filled it with 8BC2F8 and set it to Soft Light, 60%.

Now, I used the shape tool. I made an oval on the bottom right corner at FFFFFF. After that, I used Guassian Blur. I put it at 16.9 cause it looked the best there. You can play around with it till you get a setting you like.

Now, the base may look like this:

Now add your brushes, text, ect and you're done!
