To the Campus Community:

As many of you know, Governor Arnold Schwarzenegger has signed into law Assembly Bill 2296, which enhances law enforcement’s ability to protect academic researchers and their families from acts of violence and intimidation by anti-animal research extremists.

This landmark legislation, sponsored by the University of California, is a critical step in addressing the increasingly violent actions being committed by anti-animal research extremists against academic researchers, including those on our own campus.  The law provides essential new tools to law enforcement agencies that will aid in the investigation and prosecution of these terrorist acts.

Going forward, our legal and law enforcement teams are reviewing the new law with an eye toward exploring the most effective methods of enforcement.  Protection of UCLA personnel and property and providing a safe and productive environment are critical to the lifesaving research on campus and will remain our top priority.

I would like to thank the members of our state relations staff in Government and Community Relations for working to ensure passage of this law.  We are encouraged that the state has formally recognized that its researchers must be able to do their critical work without the threat of violence to them and their families.  We will continue to do all we can to protect our community.

Sincerely,

Gene D. Block
Chancellor
