1. yeah i figured target, and I'd just measure the lenght (top to bottom) and get like two sets of regurlar dressings, and use the middle of the window as an egde where the two dressing could meet. Does that make sense? It does in my head...
2. I'm gonna say no movie posters. I'm more music than movie oriented. Also, yeah, love art. Abstract is cool. I have blue and gld shhets with plain blue comforter so was thinking of stiking with a blue theme.
3. Agreed. I'd have anime, lolita and nekked Korean guy posters all over my room. My friends would be all 'WTF?'
1a. first you need to decide how you want to hang the curtains/curtain rods. if you're going to hang them straight across the whole thing (thereby taking away the bow window effect), you do it that way. if you plan on actually putting them in the windows, and keep the bow-ness, you'll need to measure like that.
1b. i second target. also, as evil as they may be, walmart. that's where my living room curtains are from. although, i need new ones, and i couldn't find any there that i liked this time.
2. cheap wall art. ikea. sometimes marshalls/homegoods/tjmaxx has good stuff. i know i have a photo on my wall that i got from homegoods for 10 dollars. if you need someone to volunteer to go to ikea with you, i don't even think that it needs to be mentioned that i would go. i can practically find my way there with my eyes shut.
3. umm...yeah. i will help you hang things if you'd like. and i'll help you with the curtains if you get completely clueless.
With bow windows you have many possibilities... You can position your curtains outside the window and have sheer blinds or nets inside the recess. If the bow is deep enough then your curtains can be positioned to follow the contour of the window. Pelmets or valances can be fitted to the roof of the bow

I'd put the curtains across the front, thus "hiding" the bow effect - but I'd also use ties to pull them back during the day, or anytime you're not sleeping. Plus, that way of doing it gives you a little fort you can hang out and hide in. As far as buying them on the cheap, do you know anyone who sews? You can buy cheap-o material at Sprawlmart and then just have someone sew up the ends for easy "hangability."
You can try art.com for some neat stuff, or Pier One - they usually have some cool things on clearance. Your best bet, though, might be a Bed, Bath and Beyond or a Linens-and-things - they send out those freakin' coupons, like, every day. And some of their stuff is really, really nice.
