I think I dicussed this with Liz a while back when she was saying something about the sceurity or lack thereof at one of yiur littluns nursery. Over here (well certainly near where my mum lives) many schools now have 8-10ft metal fences which the kids aren't allowed to go within 6ft of - it's impossible to walk past such things with out imagining kids dressed as Steve McQueen tunneling under them as "ACHTUNG ! ACHTUNG !" is yelled out over the public address system.
