Unfortunately, a time of crises is not a very good time to propose a bill with a huge initial cost to offset over time when legislators should be looking to do the opposite: create large, immediate financial relief that absorbs back into the system over time.

Such a bill is better suited to pass during a time of prosperity. I don't see that going anywhere right now and I find it a waste of lobbying resources.
