Most of the evacuees were scattered across 47 states and were protected under FEMA regulations which basically said that the state and local governments weren't allowed to evict the evacuees, no matter how much of a burden they may have become to their new environments. After a few years they had become entrenched. They'd signed on to the welfare systems and continued to receive government handouts. There's really no reason for them to go home if no one was going to make them go ( ... )
