foot washing!

So, this is the basic idea: Since the temple is going to have a floor this year, wouldn't it be great if people cleaned their feet before entering? The idea is to have a foot washing bin on either door and a towel next to it that can be stood on to dry. I'm not sure if it might "get in the way" or not, but I like the idea.
Anyway, I've more or less made the basic design and here is a pic!
Made from tape, cutout pieces of Funoodle and kitty litter boxes. The next thing I need to do is have the vagina-like shapes remain still without the use of scotch tape. Here's the plan I have so far:
1. Use wire hangers and floral wire to shape the funoodles.
2. Cover the funoodle and litter boxes in duct tape.
3. Seal the entire thing to make it water-proof/resistant. I'm really not sure what I would use to do so. A friend of mine suggested nail polish, but I'm not sure that's terribly efficient.
4. Decorate them! Here, nail polish might be more appropriate as I could do little designs and decorations. My original idea was also to use little purple gemmies and perhaps drape some sultry translucent fabric over them.
Anyway, if anyone has any ideas, I'm open to them. I'll have something by the end, and I'm sure extra input would make it even better.
