Yeah, making the petition known is key. But seeing as they only got 9 signatures, perhaps it was wise to not bring it to the attention of anyone involved with running things, as it only serves to show that the cap was the right/smart thing to do.

Also: "If you also agree that this is unfair change, please sign this petition." Please feel free to try running the skit contest your own damn self.
