Yup. Write a PDF reader that refuses to print. Most of the same upside as WWF's idea except that real documents that people actually care about might sometimes use it. Also, you can include "Print" on the file menu and then explain to people who select it why it isn't printing. Unlike WWF files, which will just generate bug reports.
If you made it actually good (unlike Acrobat Reader, which is now in its billionth revision and is still quite bad) people would definitely use it.
