After buying a lovebird (not there) and reading more about parrots, I went back to visit their birds (this was before I found the puppies, actually). MOST of the birds are sick in some way, and the room they're in most of the time is not climate controlled to the degree that birds need. It's appalling.
I seriously want to protest the place.

I get so mad when I see Bettas in stores and this situation really sounds even worse than normal. Gah!
I know what you mean about rescue. So tempting to rescue, but you don't want to encourage them to keep showing the fish as they do. I get torn but sometimes rescue anyway dangit. Talking to a manager is a good idea, though from the sound of other comments, it may be futile.
I just cleaned our fish Reddy's tank after being a bad fish owner and not doing so since maybe Thanksgiving. (Fortunately, it's a five gallon cycled and filtered tank and there's just the one betta so it's not like it was all that bad or anything, but I still felt guilty!) Reddy is this brilliant young red crowntail who zips around and his fins are always spread out nicely. Contrasts great with the green (fake) plants and background. Kinda Christmas-y.
