You're on to something good here. Let me give some thought to how this would play out in practice; once it percolates for a few days, I'll probably have some suggestions. But for now, I have extra-credit essays to grade.
The biggest issue is balancing the player goal of bringing suspicion onto themselves with a desire to not make it too overt. I think that the system may require you spending some resource to do anything suspicious, and other players can demand an expenditure from you if you do something that would signal being the murderer. If you can't or don't want to spend the resource, then you can abandon that act and do something else.
