I'm impressed at my own photographic memory that it took me five minutes to find this image in two out of my several hundred books, and that moreover I only had to actually open three books in order to determine this.
It appears in both a copy of Cicero's "The Dream of Scipio" that I used in one Latin class, and in "The Encyclopedia of Prediction" by David Barrett.
The former gives the following info in the photo credits:
Larousse Encyclopedia of Astronomy, copyright 1959, Prometheus Press, New York.
However, the latter book says that the image is from "an old German woodcutting" and nothing more.
You might also be interested to know that both the copies of the image I have are black and white, and neither has the border that your image has, although the contents of the frame are otherwise the same.
The main image, sans border was used as the cover for Nicholas Goodrick-Clarke's The Western Esoteric Traditions which came out last year. The back of the jacket says...
