i dont know why people make fun of people. but everyone makes fun of everyone. if someone was made fun of a lot, and then makes fun of people, its sort of like getting revenge, in a different way. or maybe that person is more confident in themselves, something they didnt have before, so you shoudl be proud of that person. who knows?.. but you saying you dont like the way someone does something. doesnt mean you can change them. just try to stay away from that person then? i dont know, maybe you should bring it up with that person/people.
