I have overheard more than one person call President Bush a “great communicator.” I suppose it was easy to be seduced by an office and the curious loop of Elvis psyche music before Bush’s arrival. But as far as communicating just how private accounts will help Social Security’s financial solvency, Bush failed to establish a clear connection.
