What kind of an environment does a child live in that when they get in an argument with a neighboring child they threaten to "file a restraining order"?
By which I mean when I was a kid, if you got in an argument, you fought it out and grew up knowing how to stand up for yourself without needing a restraining order, which in the adult world is next to utterly meaningless anyway.
Somebody, somewhere, told that kid what a restraining order is and what it (is supposed to) accomplish. Parent, teacher, interfering busibody, Dr. Phil - whomever - the outcome is a kid who will get beat up constantly and called Perry Mason by his/her tormentors.
