Reading Bingo Pimping

Grandville: Public and Private Life of Animals.
Non-Anglo classic, animals, nameless protagonists, funny, set before 1900, first language not English, short story collection.
I doubt you've heard of him, but he's awesome!

You are correct that I haven't heard of J.J. Grandville, but his stuff looks pretty interesting. Thanks for the rec! I will pass it on. :-) (The shark doctor reminds me a little bit of the crocodile dentist in...geez, the book is escaping me at the moment and is on the tip of my tongue. It was one of my faves as a kid. I think it was in one of Shel Silverstein's books. Ok, I misremembered, the dentist was human.)

I also found it on Google Books...the content seems like it might be the same as your copy, but possibly not as nice? No sweet cover like yours, apparently.
