You have whitefly. http://en.wikipedia.org/wiki/Whitefly Try Safer brand insecticidal soap or sticky whitefly traps. You need to treat it often, but the plant should be saveable.
If you have other plants around, I would make sure to isolate the buggy one. We spray our greenhouse plants with stinky neem oil to get rid of the whiteflies.

1. You can hose the plant down every 2-3 days with lots of water to break the bugs' life cycle (if the plant is portable)
2. You can mix dish soap, water, and a certain kind of liquid seaweed and spray the plant with it a certain amount of times at certain intervals
3. You can buy a spray at the nursery with pyrethrine in it, and spray it.
