I went through this with little black bugs recently, on my bougainvillea. Here's what I learned:

1. You can hose the plant down every 2-3 days with lots of water to break the bugs' life cycle (if the plant is portable)

2. You can mix dish soap, water, and a certain kind of liquid seaweed and spray the plant with it a certain amount of times at certain intervals

3. You can buy a spray at the nursery with pyrethrine in it, and spray it.

You have whitefly. http://en.wikipedia.org/wiki/Whitefly
Try Safer brand insecticidal soap or sticky whitefly traps. You need to treat it often, but the plant should be saveable.

If you have other plants around, I would make sure to isolate the buggy one. We spray our greenhouse plants with stinky neem oil to get rid of the whiteflies.
