Pretty much.

Besides, there's that insane bit of the republican base that thinks birth control == abortion, so their base will latch on to that.

Besides, Im sure we'll get those programs back in another bill.

Congressional Democrats aren't doing anything at all to quiet the discord; see Speaker Pelosi's commentary about Republican reaction to the stimulus bill wherein she refers to the "8 years of economic mismanagement".

Now, as to contraception: I agree. For a relatively small investment and empowerment of people to take responsibility for the results of having sex, contraception is far more cost-effective than full-term-pregnancy. The current Congressional Republicans represent the firmest of the firm when it comes to "principles" that keep them in the Congress, pron. "What my red state voters tell me I should be paying attention to, like family planning, rather than returning to small C conservative values of fiscal responsibility". It makes no sense out of that context.
