Not necessarily true. One can be masturbated by someone else. MerriamWebster only makes the distinction that stimulation occurs by manual means, but not that stimulation MUST occur to one's self. It does say "especially," however, basically noting the trend that masturbation USUALLY involves self stimulation. Britannica goes further to distinguish, "The term masturbation generally connotes self-manipulation, but it can also be used to describe manipulation of or by a sexual partner, exclusive of sexual intercourse."
