Actually, theoretically it does with regard to the government structure. The president is also the top of the military command structure. He's the "Commander in chief" of the military. This doesn't excuse his actions however, or his hypocracy.
He isn't qualified to tell the generals how to do their job though, he has no real experience in such things. He should let his Generals decide how much support they need, and what strategy. Letting politicians including the president decide the strategy has failed repeatedly in the past.
