Most 3D printers work by scanning a powder or a liquid with a laser to fuse together the 3D shape, so assuming you can control the power of the laser and find a suitable powdered chocolate, a LOT of them may work.
Remember that you'll need software to create the 3D image in the first place. Your cheapest choice may be Google Sketchup (I'm not sure what file format the 3D printers need and Sketchup saves in.)
