The Tome of Records! That's what he stole, that has to be it! I've just figured it out, it's a book that writes the name of every witch and wizard born in Great Britain who's pegged for Hogwarts. Every single one who's ever been born and who is being born. That's why you saw Louisa's name, Marietta. There's a quill that goes with the book that does all the writing, and you saw it signing her name at the moment of her birth.
It's supposed to be kept by the Ministry, my guess by the Department of Mysteries. They probably want to find out how such a thing works.
We know Voldemort is obsessed with history, and that book is a living record of history. It's not really a blood-elitist book like Nature's Nobility though, it signs every wizard's name regardless of whether you're pureblood or not.
I don't know what he's planning to do with it, but he can't be good. That book is old and powerful magic! Maybe... maybe now that we know he's got the book, we can use it to track him down somehow? He'll be with it, certainly. And I know we don't know for certain that it's the Tome of Records...but it has to be! It's the best possible explanation!
