Is Turtles open source? It would be cool to take a look.
Any plans to mainline it into general KVM?

Yes, it is, and we are working to upstream it. Look for a set of 'nested VMX' patches from Nadav Har'El on the KVM mailing list archive for the last published version (we are working on a new one).
