The reason why the SWAT was made because the local police had too much trouble in dealing with dire situations such as this. So specific training was emphasized on this subject, especially when it came to keeping the hostages safe and not provoke the terrorists (ie: opposite of taking the brother).
It was irresponsible, but it's possible that they cannot be trained properly (lack of resources?)???

You could see how they didnt own any flash bangs and only threw GLOW STICKS into the bus during the new clips.
It was rumored that a military troop whom were specially trained in the US and Iraq for fighting terrorists were actually standing by at the scene of the hostage situation that day. But as the Philippine SWAT (Sorry We Are not Trained) said they could handle the situation, they refused the help of those professional.
The whole thing is just fucked up.
