Simple (if you know PS decent) colouring tutorial.

Made in PS7, uses selective colouring. Probably not translatable, sorry.
Remember that the settings vary from image to image, change them adjust.
Make all preparations necessary (sharpening, blurring, etc.) first.
Then duplicate your base twice. Set the first to soft light 100% and the second to screen 26% and make sure the screen layer is on top.
New Colour fill layer - Soft light 100% - 7DB2E4
Hue/Saturation layer:

Pull the soft light and screen layers (just the duplicated base ones, not the colour one) to the top and make a final colour fill layer.
Multiply - F6E0BD - 61% or whatever suits the image and drag it to the very top.
And that's it! Add whatever finishing touches you'd like!
