I see his point but why does he have to turn it into a French vs. English thing... AGAIN?

I think it's more a comment on how the Conservative Party leader doesn't speak french, which really ought to be a requirement as leader of the country. And it was made by a prominent Quebec singer so I think it really illustrates their own perspective of what they are seeing from this current government.
