Well, I dunno of the White House has said it, but the Neo-Cons have been saying it for at least two year now. As soon as Iraq turned really undeniably ugly, all of a sudden it was "This is part of the global war on terror! We're eradicating all terrorists, one insurgent cell at a time!"
