when we stayed at a bug infested hotel years ago, michael had nary a bite on him. my back and legs were covered with itchy bumps, and i thought i might perish from loss of blood.

You can ask the landlord to pay for it regardless of the cause because it is in her interest to have a flea-free home. Plus, it might have been from random neighbor cat that wandered in.
