It is a reference to the song 'I'm Afraid of Americans', by David Bowie.

In this context, I am saying 'God is an American' with cynicism - in other words, Americans believe they are always right because they have God behind them (or just Republicans, anyway). I'm talking about people like George Bush, who think they are some sort of monarch ordained by God to do the good, Christian thing. Therefore, God is an American.
