I think it's a combination of both. If someone lops your head off mid-sprint, the electrical impulses are still carrying through the legs, so you're going to run a couple more steps before you collapse. Similarly, eight seconds is about the time the brain cells take to shut down after oxygenated blood flow is ceased, so the remaining oxygen left in your head is going to support your limited existence for a few more seconds - by my estimations, just long enough to think: "What the... OH MY GOD! I HAVE NO HEAD! WHO'S GOING TO FEED MY C-".
