Would it be safe to assume that this is one of the curses that I read about upon my arrival last night? I could see how this could cause some trouble for the residents here, especially considering what I've been reading. And here I thought Raharu was a menace, this is absolutely insane.That aside, is there any kind of formal citizens register here

I do not believe there's any form of register; however there is a building in which you can see those who have departed the City.

And finding a residence is indeed as you say.

There is the issue of rent, though. I'm assuming one needs to find employment to pay for the use of the apartment?

It is called the Hall of the Missing. Occasionally, you need only think of your destination to find your way there. I have not been there personally to give more accurate directions.

It depends on the quality of your apartment. Better apartments require more rent; it's fairly easy to find one within your means.
