Emperor Ferdinand I of Austria , emperor from 1835 to 1848, was "feeble-minded."
His government was run by reagency and he is only known to have uttered a single famous command:
"Ich bin der Kaiser und will Knödel."
("I'm the Emperor, and I want dumplings!"

That's the first time in a while I have had an unrestrained laugh out loud at anything purely in text. Incidentally my dad was asleep in the next room at the time.
