I kind of disagree. The quote comes from a perspective that denies the hope of progress. I object to that.

No, it simply says that progressives look toward schemes for progress that don't actually work. And there's a difference between progress and change. Our world definitely changes, and even changes in a particular direction for the most part, but whether it's getting better or worse is really up to personal tastes.
