In your position, I wouldn't be seriously discussing marriage or even getting engaged until I'd met the fellow face to face. As much connection as there may be on the phone, and online, and even through looking at pictures...you won't know if there will be a spark between you until you're WITH each other.
Also, as he has had a nasty breakup just recently, I'd be wary of him moving quickly anyway. Take your time, dear, take your time. But revel in and enjoy this relationship as much as possible!
