Everyone knows my husband doesn't have a drivers license. And he is stupid and has driven his motorcycle even though he doesn't have one

If the cop had real undeniable proof, Tim would be in jail. Period. Sounds like your little police friend has been watching too many episodes of Hill Street Blues. The cop probably thinks he can get a bigger drug arrest by following and harassing until either of you cracks and incriminates yourself.
First things first, do you have a lawyer? If not, consult with one. Consultations are generally free. Then consult with another lawyer just to make sure you're getting good advice. While you're visiting the lawyers grab a couple of his business cards. The next time you see the cop before he starts to talk to you, tell him in a VERY unemotional voice,"I'm sorry, but my lawyer has advised me not to talk anyone about these issues. Here is my lawyer's business card if you have any questions." 99% of the time they will stop hounding you. Some cops just suck. If they think you don't have the money for a lawyer, they'll harass you cause they know that they'll get away with it.

The cop says he is going to supeona the girls who worked at the shop and they will say they saw Tim. Tim talked to those girls, and they said that they had told the cop they couldn't identify the person on the tape and did NOT remember him coming in the store that day... Cop bluffed and is going down.

Beat cops don't "talk to the DA about a plea bargain" or such nonsense.

They don't have that much power.

He is harassing Tim, and you need to hire a lawyer and file a suit against the cop, and his dept.

Thank You... We value your opinion and that is exactly what we are going to do. At this point its been total harrasment and we are filling a suit against them. Especially because Tim had called and talked to his commanding officer and the commanding officer says " Then have your day in court".
