I haven't read much Torchwood fic yet, but I'm always on the lookout for anything by sam_storyteller -- it's his fic journal, and open to all.

I've pimped a couple of his fics (which doesn't happen enough, really) and they're humor, not J/I (although there's a hint of that in the first), but I'm sure if you go through the tags, you'll find something you'll like.

I vaguely remember Camille sending me the link for Trying to Communicate a long time ago, but then I didn't know anything about Torchwood and couldn't really make much of the story, but re-reading it now, it's hillarious!!!
This author really is incredibly talented. I'll keep him/her on my f-list.

He,he,he, I finally got around to watching this show through Netflix DVD's. I seem to always discover good stuff late ;) And I'm only into season 1 episode 7, and already shipping J/I. Can't wait to see what develops there...
