The thing I always wonder about Peter is: he's got his revenge, now (assuming he doesn't feel the need to avenge himself of the kids who tried to kill him S1, which would actually not surprise me at all as a ~twist~ at some profoundly inconvenient moment in S3.) So....what does he want now?
Peter is very goal-directed. Lawful evil, and all that. What's he like when his goal doesn't run contrary to the pack?
Does he consider himself to be part of Derek's pack? Only while he's weak, or after? Will he be bothered enough by Derek's incompetence to stage a coup? How does the Alpha pack factor into this?
A pack member who can be Lawful Evil can be a very useful pack tool.

I think the Alpha Pack might present him with an opportunity to re-gain Alpha-powers without killing the last remaining member of his family.
Useful tool that one can very easily cut oneself on.
