All English-speaking places? If Germany didn't have such mediocre universities (some are good, but on the whole...) I'd say there. But, of the three... tough choice; I'd say Ireland; it has a fascinating culture and history, but it was also rated the most globalized country in the entire world and is the high tech hub of Europe (people never seem to believe me when I say this, but it really has changed a lot in the past decade or so: see here). Australia is nice, but I get the feeling it really depends on where you go there. England I don't like much at all, but it's probably where I'm doing my study abroad just for the quality of the schools.
